It's not enough for organizations to just implement programs, such as international development programs that seek to build local capacity and economies, crime prevention programs that encourage high-risk youth to avoid a life of crime, or advocacy programs that seek to change state policies and laws.

Increasingly, the organizations that implement programs must demonstrate that their programs are making a significant impact, and that they are doing this for a reasonable price. At the global level, this trend is being driven by multilateral donors who now promote aid efficiency, which emphasizes result based management, which calls for programs to demonstrate the largest impact for the least investment—otherwise known as cost effectiveness.
